The five-member Lottery Commission oversees the governance of the Oregon Lottery. The governor appoints commission members for four-year terms. The State Senate confirms the appointments.

Public Meeting Law Grievance Information
Under Oregon law, any person who believes a public body has violated Public Meetings Law may submit a written grievance to the public body within 30 days of the alleged violation. See 
ORS 192.705
 and 
OAR 199-050
.A written grievance may be submitted to the Lottery in person during regular business hours, by mail, or by email and must include the name and contact information of the person filing the grievance and the date the alleged violation of the Public Meetings Law occurred.
Please address the grievance to Alisa Zavala, executive assistant to the Oregon Lottery Commission, and submit via one of these methods:
In-person: Submit the grievance to Lottery’s security staff during business hours, which are 8 am-5 pm, Monday-Friday. The address is 500 Airport Rd, SE, Salem, Oregon 97302.
Postal Mail: Mail the grievance to PO Box 12649, Salem, OR 97309. Please include “Attn: PML Grievance” on the envelope.

Commission Overview
Commission Requirements
Oregon law requires that at least one commissioner have a minimum of five years’ experience in law enforcement and at least one commissioner must be a certified public accountant. No more than three members of the Commission can be affiliated with the same political party.
The Commission’s responsibilities include:
Ratifying retailer contracts
Approving yearly budget and business plan
Approving monthly financial reports
Adopting rule and policy changes
