On the 2nd of June, a USPS rule was proposed to mandate states provide a manifest of voter information to the federal government as a requirement for delivering mail-in and absentee ballots. This rule is implementing the requirements specified in Section 3 of Donald Trump's Executive Order 14399, Ensuring Citizenship Verification and Integrity in Federal Elections. Previously, U.S. District Judge Indira Talwani in Boston blocked portions of EO 14399, specifically stopping the federal government from creating a compiled voter list in coordination with other federal entities and establishing the submission of the state's voter listing as a condition for the delivery and acceptance of ballots. The Supreme Court on Monday August 24, 2026, removed Talwani’s injunction allowing the rule to go into effect without ruling on the legality of the Rule. In response on Thursday August 27, 2026, Talwani removed her own initial injunction but put in place a temporary ruling which would prevent the Rule from going into effect for 14 days, passing the deadline when North Carolina begins sending mail-in ballots to military and over-seas voters. ### Call Script (adapted from [5calls.org]( https://5calls.org/issue/usps-mail-voting-rule/) Hi, my name is [NAME] and I'm a constituent from [CITY/ZIP].
