The virtual meeting was called to order by Jaquan Samuel, Chair, at 4:05 PM 
Introduction and Roll Call was conducted. Present: Commissioner Jaquan Samuels, 
Chair; Jackie Santiago-Nazario; Commissioner, Vice Chair; Luis Rivera, Commissioner; 
Kerri -Kay Allen, Commissioner and Kimberly Taylor, Staff Liaison 
Motion made by Vice Chair, Jacquelyn Santiago to vote on table minutes from March 14, 
2024 and seconded by Commissioner Luis Rivera Diaz. All in favor. Minutes approved.  
Meeting Overview- The Human Relations Commission meeting focused on addressing 
the commission's current challenges and future direction. Commissioners discussed the 
need for strategic planning, bylaws updates, and better collaboration with other city 
boards and commissions. The group explored opportunities for community education 
regarding police procedures and civil rights, particularly considering recent police-
involved shooting investigations. Commissioners agreed to review the current bylaws and 
ordinances, which haven't been updated since 1979, and to attend upcoming meetings of 
other city commissions to better understand their operations.  
Kimberly Taylor informed the commissioner that the Civilian Police Review Board filed 
a complaint against the police officer of was involved in the fatal shooting that took place 
on Blue Hill Avenue in Hartford.  Jaquan expressed interest in learning from similar 
human relations boards in other cities and discussed the commission's role in fostering 
mutual understanding and equal treatment. The group acknowledged recruitment 
challenges across various city boards and commissions, including the Human Relations 
Commission, and discussed the need to rebrand and revise their approach to their core 
mission. 
The group discussed organizing a strategy session to brainstorm priorities and align with 
community needs. Jaquan proposed holding community forums with subject matter 
experts to educate the community about police-involved shooting processes and legal 
frameworks. Jacquelyn suggested separating the discussion into two parts: community
